XIX century

In 1862, was a reform of the police. The title of mayor was abolished; gorodnichanka of the Board in those cities, which were subordinated to district police, were attached to the Zemstvo courts, renamed to County police departments and in those cities that have retained its separate from the County, the police, they have been renamed to urban police departments.

In 1866, the St. Petersburg chief of politzmeister F. F. TREPOV, Alexander II sent a note, which stated: "A significant gap in the establishment of the Metropolitan police was the absence of a special piece with the special purpose of production studies for solving crimes, finding common measures for the prevention and suppression of crime. These duties lay on the outer ranks of the police, which, carrying the whole burden of the police service had neither the funds nor the ability to act successfully in a given ratio. To address this deficiency and proposed to establish a police detective".

For the first time in the Russian police, specialized units for solving crimes and conducting inquiries were established in St. Petersburg, where in 1866 was an established detective in the office of the chief of police. To detective this activity was carried out by forensic investigators and the police in the form in which it existed at the time. Initially, the staff of the criminal investigation of St. Petersburg was not large, the Department consisted of the chief except his assistant, 4th official for special assignments, 12 police officers (detectives) and 20 civilian investigators (employees, having a civilian rank). The first head of the St. Petersburg police detective 31 December 1866 he was appointed titular counselor Ivan poutilin. Eventually, similar units were established in police Department of Moscow and other cities. So there was service of the criminal investigation. By 1907 they were in Moscow, Kiev, Riga, Odessa, Tiflis, Baku, Rostov-on-don and other large cities.

The twentieth century

August 9, 1910, the Minister of home Affairs P. A. Stolypin issued an instruction reasons detective offices that determined their objectives and structure. Every detective Department consisted of four departments-the tables:

  • personal arrest
  • search
  • observation
  • reference in the registration Bureau.

By order of P. A. Stolypin, when the police Department has established special courses for training of detective commanders offices. After the February revolution the Provisional Government decree of 10 March 1917 the police Department was abolished. One of Lenin's "April theses" to the report "On the tasks of the proletariat in this revolution" of 4 April had the task of "eliminating the police, army, bureaucracy".

Decrees of the Provisional Government "On approval of the police" and "Provisional regulations of police", published on April 17, 1917 established the "people's militia". National militia declared the Executive body of state power, "consisting in direct jurisdiction of the provincial and municipal public administrations".

Simultaneously with the state "people's militia" the Soviets of workers ' deputies organized groups of "working police" and other armed formations, which were under the influence of various political forces, and sometimes outside of them. Working with the police was not subordinate to the commissioners of the city militia. Formed on 3 June under the auspices of the Bolsheviks, the Petrograd Council of the people's militia came into conflict with the chief of city militia, putting political slogans in connection with the refusal to pay extra for service in the workers ' militia the workers who receive full salary in factories. Destroyed the most important state structure. The principle of self-organization of the forces of law and order was implemented by the Bolshevik party some time after October of 1917. In the decree of the NKVD "On working police" of 28 October (10 November new style) 1917 was not intended organisational form of the state police apparatus. Army and eliminated, and their functions passed to armed people.

Working the police had the character of mass Amateur organizations, were formed on the basis of volunteer teams and therefore could not stop the rampant crime.

May 10, 1918, the Collegium of the NKVD passed a resolution: "The police exist as a permanent state of persons performing special duties, the organization of the militia should be independent of the red Army, their functions should be strictly segregated".
The police in modern Russia

January 21, 2010 at the meeting of the Association of lawyers of Russia with the participation of President R. Nurgalieva S. Stepashin said, without disclosing the nature of the innovations: "Public security police, as far as I know it will be no more. And probably, creation of professional police is a decision absolutely correct". but this time the authorities were given to understand that seriously intend to bring reform to the end, and decided to attach to the drafting of the law of ordinary citizens. 6 August 2010 the President of Russia Dmitry Medvedev at meeting on reforming the Ministry of internal Affairs invited the next day to give the bill "About police" for public discussion in the Internet. Then, on 6 August 2010, Dmitry Medvedev has suggested to rename militia to police. Thus, on 7 August 2010 proposed a new draft law "On police" (the same bill to change the name "militia" on "police").

Overall, the new bill is a continuation of the policy, return that which was carried out in the 2002 reform, there is more centralization. Abolished the institutions of the public security police and criminal police. Unlike the police, partially subordinate authorities of the subject of Federation, the police Federation subject (the bill) is not connected.
Unique for Russia the online discussion of the draft law "On police" was attended by about 5 million people. As a result, the bill, compared with the original appearance, has undergone significant changes related to the powers of the new structure. In particular, they denied that the police can freely enter the premises of citizens, on their own land in the territory, land and premises occupied by voluntary associations and organizations, as well as causing most criticism of the "presumption of lawfulness" of the police ("the requirements of a police officer, addressed to citizens and officials, and its actions are considered legitimate as long, while in the prescribed manner and not otherwise"), while according to opposition politicians the wording was only veiled, and not excluded.

Despite criticism from certain sectors of society and some opposition political parties, the bill was passed in its first reading on 10 December 2010. The state Duma on Friday, January 28, 2011 adopted the bill "On police" in the final third reading. The adoption of the law was supported only by United Russia. 315 deputies voted for the law, 130 opposed, no abstentions.
Originally it was planned that the new law will come into force from January 2011, but officially the police in Russia has been revived March 1, 2011
