The Prosecutor's office of the Russian Federation is a uniform Federal centralized system of bodies exercising on behalf of the Russian Federation supervision over compliance with the Constitution of the Russian Federation and execution of laws in force in its territory. The Prosecutor's office of the Russian Federation and performs other functions established by Federal laws. The powers, organization and procedure of activity of the Prosecutor's office of the Russian Federation are determined by Federal law "On the procuracy of the Russian Federation". In November 1917 the highest authority in the country - the Council of people's Commissars adopted a Decree on the court No. 1, which abolished the pre-revolution courts, institutions, judicial investigators, prosecutorial supervision, and jury and private lawyers. Their functions were assumed by newly created people's courts and revolutionary tribunals. For the production of the preliminary investigation were formed special investigative Commission.

In may 1922 decree of the Central Executive Committee approved its first "Regulation on prosecutorial supervision", according to which the composition of the people's Commissariat of justice was established by the State attorney's office. In this case, the Prosecutor's office was entrusted with the following functions:

- oversight on behalf of the state over the legality of actions of all authorities, economic institutions, public and private organizations and individuals by criminal proceedings against the perpetrators and violating the protest law regulations;

- direct observation of the activities of the investigative bodies of inquiry in the field of solving crimes, as well as the activities of the agencies of state political administration;

- the maintenance of prosecution in court;

- monitoring the accuracy of custody.

In November 1923 was established the Prosecutor's office of the Supreme court of the USSR, which gave broad powers and the right of legislative initiative and Advisory vote in the meetings of the Supreme authorities of the country, as well as the right to suspend the decisions and judgements of the collegiums of the USSR Supreme court.

In June 1933 by Decree of CEC and CPC of the USSR adopted a decision establishing the Prosecutor of the USSR, which relied, including extra features:

- supervision of the conformity of resolutions and orders of certain agencies of the USSR and Union republics and local authorities with the Constitution and decisions of the government of the Union of Soviet socialist republics;

- supervision of correct and uniform application of laws by the judicial institutions of the Union republics with the right to reclaim any business in any stage of the proceedings, appealing against judgements and decisions of courts in higher courts and the suspension of their execution;

- prosecution and maintenance charges in all courts in the territory of the USSR;

- supervision on the basis of special provisions over the legality and correctness of actions of the OGPU, police, criminal investigation and correctional-labor institutions;

- overall management of activities of Prosecutor's office of the Union republics.
